The indictment alleges that Mr. Finton was driving on Scotch Settlement Road in the town of Gouverneur with a blood alcohol content of 0.20 percent. That is more than twice the state intoxication threshold of 0.08 percent and above the 0.18 percent BAC required for an aggravated DWI charge.

Debra L. Ormsbee, 49, of 84 Pollock Road, Canton, is charged with four counts of aggravated DWI, all class E felonies, and two counts of DWI, both misdemeanors.

Court documents allege that on May 18 on Pollack Road in the town of Canton, Ms. Ormsbee was driving with a BAC of 0.15 percent.

She is being charged with aggravated DWI under Leandra’s Law because she allegedly had two youths, ages 15 and 14, as passengers in the vehicle at the time.

Christy L. Papineau, 34, of 1850 County Route 31, Lisbon, is charged with aggravated DWI and driving while ability impaired by drugs, both class E felonies.

The indictment alleges that on April 29 on King Street in Ogdensburg, Ms. Papineau drove while impaired by THC, also known as tetrahydrocannabinol, the main ingredient in marijuana.

She is being charged with aggravated DWI under Leandra’s Law because she allegedly had a 14-year-old as a passenger in the vehicle at the time.

The St. Lawrence County district attorney’s office is ready to proceed to trial on all three cases, according to court documents.
