Massena needs single code enforcement officer


To The Editor:

Massena needs a single point of responsibility for code enforcement and that is the Code Enforcement Officer (CEO).

This individual needs to be responsible for the Code Enforcement Department and their decisions and actions. The fire department needs to be involved as a resource to the CEO on an as needed basis, not all building permits or other actions performed by the CEO require the input from the fire department.

Massena needs to allow its CEO to develop a policy or procedure which triggers when the fire department is engaged to perform building plan reviews or other functions where their expertise is appropriate, and the fire department need respond to such requests in a timely manner, in writing when appropriate.

No matter who becomes the CEO, it comes with a great responsibility, considerable record keeping, requirement to attend code enforcement hearings, requirements to coordinate with then town and village attorney and making decisions that impact the citizens. This position should not be taken lightly.

It surprises me that the fire department would want to take on this responsibility as it would likely require significant time and responsibility and is an administrative function.

The citizens of Massena will be looking for access to a Code Enforcement Office with regular hour of operations and consistence in decisions and personal.
