Man indicted on prison contraband, perjury

An inmate at Watertown Correctional Facility faces allegations contained in a sealed indictment that he tried to bring synthetic marijuana and a narcotic into the state prison last February.

Jack N. Cooper, 32, was indicted on two counts of first-degree promoting contraband, fifth-degree criminal possession of a controlled substance and first-degree perjury.

According to court documents, Mr. Cooper tried to get the synthetic pot and Buprenorphine into the facility while he was an inmate. He also lied to a grand jury on Sept. 26 in his testimony in the case, according to documents.

According to the state Department of Corrections and Community Supervision website, Mr. Cooper is serving a term of 1 to 3 years for felony criminal contempt, imposed in August 2011 in Tioga County.

Others named in indictments opened Thursday and who entered not-guilty pleas:

n Gregory D. Fagan, 56, Rochester, is charged with two counts of third-degree criminal possession of a controlled substance and second-degree criminal possession of drug paraphernalia.

According to the court documents, he possessed cocaine, a scale and a balance. He and two others were arrested during a raid on Feb. 18 by the Metro-Jeff Drug Task Force in a room at the Royal Inn, routes 37 and 342 in the town of Pamelia.

n Thomas E. Taylor, 51, County Route 63, Watertown, is charged with aggravated driving while intoxicated, unlawful lane change, failure to keep right and having an open container.

He is accused of driving drunk on County Route 75, Hounsfield, on March 16. He had a blood alcohol count of 0.23 percent. In 2008, he was previously convicted of DWI.

n Scott F. Ludwig, 47, of 13A Chisholm Road, Antwerp, is charged with felony DWI, speeding, failure to dim lights, driving without a license and failure to comply.

On June 17, the Jefferson County sheriff’s deputies stopped Mr. Ludwig on Route 11 in the town of Philadelphia. He refused to take a breath test.
