An Ogdensburg man arrested Monday for trespass and obstruction of governmental administration following a disturbance in the lobby of the Ogdensburg Housing Authority office will appear in city court on Oct. 29 to answer the charges.

Patrick C. Hansen, 25, of 123 Belmont Courts, which is run by the federally-subsidized authority, accused the agency’s executive director, William J. Seymour Jr., and his work crew of trespassing, of entering his subsidized apartment while he wasn’t there.

“They went in there without my permission,” he said Monday outside City Hall, where he was set up on the sidewalk at a table featuring literature on tenants rights and police and judicial misconduct.

“The reason I’m here is to educate people on their rights,” Mr. Hansen said.

Mr. Seymour said his crew went to the Hansen apartment on a work order. He denied any wrongdoing.

“That’s his (Mr. Hansen’s) accusation” Mr. Seymour said Monday. “I talked to my guys and they said that they didn’t go in there when he wasn’t present.”

Mr. Hansen also allegedly accused Mr. Seymour of trespassing on Monday.

In a statement to police, Mr. Seymour said he went to the apartment to ask Mr. Hansen to fill in a hole he had dug for a garden.
