LOWVILLE Village police have charged a Lowville man with endangering the welfare of a child and tattooing a child younger than 18 years old, both misdemeanors.
William J. Morley, 31, is accused of tattooing a 14-year-old girl Sunday at a Water Street residence. A complaint was brought by the girls mother when she discovered the tattoo.
Section 260.21 of State Penal Law makes it illegal to mark the body of a child less than 18 years old with indelible ink or pigments by means of tattooing. Parental consent cannot be given to tattoo a child under the age of 18.
Mr. Morley is to answer the charges in Village Court.
