In a cap on a relatively quiet five-candidate race for three seats on the city’s lawmaking body, incumbents Republican-Conservative Michael D. Morley and Democrat-Conservative Daniel E. Skamperle and first-time Republican Brian R. Mitchell scored victories on Tuesday.

Challengers Want To Know Party Penny Sharrow and Republican James R. Amo trailed.

Mr. Mitchell received an unofficial top tally of 1,004 votes.

“I’m absolutely astounded,” he said last night. “People want a change.”
