MASSENA — State police charged Joshua Zachary, 22, of 111 Pyke Road, Hogansburg, with seventh-degree criminal possession of a controlled substance, 11 counts of illegal possession of hypodermic needles and unlicensed operation of a motor vehicle after he was turned over to troopers by U.S. Customs and Border Protection following a secondary inspection at the U.S. port of entry in Rooseveltown.

Customs and Border Protection officers, according to court documents, located nine sealed insulin syringes, a BD Allergy syringe tray containing 25 needles and one syringe that reportedly contained a substance that tested positive for heroin during the second inspection.

Mr. Zachary was arraigned by Town Justice Gerald P. Sharlow and released after posting $500 bail.
