Ogdensburg and CSEA reach agreement for one-year contract extension


OGDENSBURG — The city and the Civil Service Employees Association salaried unit have signed a one-year extension of the union’s 2013-14 contract.

CSEA President Mark E. Jacobs said the contract extension, approved Monday by the City Council, amounts to “housekeeping,” with several minor adjustments made.

Included in the contract is a 2 percent cost of living adjustment for the union’s members — about 15 people — effective in 2015, and a clause saying that the city will purchase steel-toed safety boots for members who need them.

The unit includes salaried buildings and grounds workers, clerical staff, the code enforcement officer, housing inspector and keyboard specialist.

Mr. Jacobs said when the contract was originally crafted the code enforcement officer, housing inspector and a keyboard specialist, although part of the unit, were inadvertently left out. Those three positions were included in the salary schedule with the extension.

Overall, Mr. Jacobs said, the extension doesn’t amount to a big shift for anyone.

City Manager John M. Pinkerton said he expects to begin negotiations on the next contract, which he believes will not be an extension, sometime in 2015.

Mr. Jacobs said there “really isn’t any major issue” between the union and the city at the moment that would result in another contract extension rather than a new contract.

The extension places the CSEA salaried unit on the same contract schedule as the hourly union, Mr. Pinkerton said. The rollover will ensure that both unions are negotiating at the same time.
