Black River board looks at pump station renovations


BLACK RIVER — The village Board of Trustees has decided to move forward to seek funding for a $525,000 renovation project for the Route 3 pump station.

C. Jack Dodson of Dodson & Associates Consulting Engineers, Schenectady, pointed out the main concerns for the structure as well as some other needed improvements.

The village initially looked into renovations to replace the trusses and roof on the 40-year-old building as well as improve the telemetry. Mr. Dodson suggested work be done to the exterior of the building. He said the original gunite was in good shape but worn in some areas. Since a subcontractor would be doing gunite work inside the pump station, he said, this might be a good time to do the exterior work as well. An alternative would be to cover the exterior with a metal panel or some other material.

An inspection by an independent contractor found hazardous materials must be removed and air monitoring conducted.

“Here you hit the jackpot in a negative way,” Mr. Dodson said. He noted the ceiling had asbestos and there is lead caulking. The abatement added $75,000 to the original $350,000 proposal. Other additional costs include $45,000 in fencing and $25,000 in legal and miscellaneous costs.

“It’s a big jump from just replacing the trusses and roof, but when we first started we wanted to go into it the way it needed to be done,” village Mayor Leland J. Carpenter said.

Once the bond resolution for funding is in place, the state environmental review is completed and Department of Health approval is granted, the renovations may begin in May or June, taking about 120 days.
