Legislators appoint new attorney and manager in Lewis County


LOWVILLE — Lewis County legislators unanimously agreed upon last month’s selections for county attorney and county manager, appointing both people at Tuesday night’s board meeting.

Joan E. McNichol, 5228 Ebbly Road, will replace Richard J. Graham as county attorney effective March 31. She was in attendance Tuesday and was sworn in by County Clerk Douglas P. Hanno.

Board members chose not to reappoint Mr. Graham after conducting an applicant search and interviews in January.

Mrs. McNichol’s term as county attorney, according to a proposed employment agreement, will expire Dec. 31, 2015, with an annual salary of $95,000.

In 2013, Mr. Graham received an annual salary of $101,490.

Elizabeth Swearingin, 5502 Pine Woods Drive, Brantingham, will be named county manager. The post has been vacant since the retirement of David H. Pendergast in April 2013.

Mrs. Swearingin was chosen from a pool of 25 applicants in January, after two searches last year failed to fill the position.

The employment agreement for Mrs. Swearingin says her term begins March 31, expiring Dec. 31, 2015. An annual salary has been established at $85,000.

The 2013 budget marked $84,130 in salary for the county manager’s position.

Mrs. Swearingin will be sworn in at a later date.
