Village of Massena sets date for budget hearing


MASSENA - The village of Massena will hold its annual public hearing on the village budget at 5:30 p.m. April 1.

Mayor James F. Hidy has said he’s expecting his proposal to exceed the state’s property tax cap, meaning it in order to be adopted it must be approved by four of the five board members.

Among the challenges facing the village is a worker’s compensation payment that is rising by more than $100,000 from $196,000 to $319,000.

Mr. Hidy said the village is also at a crossroads with several pieces of very expensive pieces of equipment.

“We had four pieces of equipment that broke down this winter at virtually the same time,” he said. “We have been using Band-aid solution to keep up our equipment. We’re still going to provide the service, so we have to have the equipment to do so.”

While the mayor said he’s not sure how far over the tax cap the village’s final budget will be, he said he, as well as the village’s other department heads, are doing the best job that they can.

“We’re going to work through this storm, and I believe there are better times on the horizon,” he said.

Treasurer Julie Sharlow said a 1 percent tax rate increase would generate just over $50,000 for the village, noting such a hike last year resulted in $50,304 of additional revenue.

An increase in the tax rate of $1 per $1,000 of assessed property value would generate an additional $357,210 for the village.

Taxpayers in the village had a tax rate of $14.48 for $1,000 of assessed property value to support this year’s budget plan. Town of Louisville residents residing in the village had a rate of $15.24 per $1,000 of assessed property value.
