FELONY DWI - MASSENA - Massena-based state police charged Thomas R. Terrance, 34, of 845 Morbough St. North, Cornwall, Ont., with felony counts of driving while intoxicated and first-degree aggravated unlicensed operation of a motor vehicle after he was turned over to them at 4:48 a.m. Tuesday following a secondary inspection by U.S. Customs and Border Protection officers at the U.S. port of entry in Rooseveltown. Troopers said Terrance refused to take a breath test, but did fail multiple field sobriety tests. The DWI count was elevated to a felony because Terrance had two prior drinking and driving convictions within the past 10 years. He was arraigned before Norfolk Town Justice George Grubee and sent to the St. Lawrence County Correctional Facility, where he is being held without bail.

GRAND LARCENY - GOUVERNEUR - Canton-based state police charged Alicia M. Nichols, 28, of Gouverneur on Monday with third-degree grand Larceny. Nichols allegedly purchased merchandise from Day Wholesale, located in the village of Tupper Lake, and wrote two checks totaling $8,687.77 in July 2013 on an account that contained insufficient funds.

Nichols was arraigned in Fowler Town Court and released under the supervision of the probation department, to reappear Aug. 13 in the Fowler Town Court.
