GOUVERNEUR — The final day of employment with the village police department was July 31 for Tseko T. Vachev, a patrolman who has been out on workers’ compensation since Jan. 13, 2012.

A hearing into Mr. Vachev’s fitness for duty took place July 28, Mayor Ronald P. MacDougall said.

His separation from the force will allow the village to refill his position. The patrolman’s job is on the agenda of the Board of Trustees Aug. 19 meeting, but the village could act sooner, Mr. MacDougall said.

Mr. Vachev’s leave from the department contributed to a manpower shortage which prevented village police from conducting a 24/7 operation.

The department has also been short-staffed because of the suspension of Steven M. Young. Criminal charges were not brought against Mr. Young but he was brought up on Civil Service charges related to the departmental code of conduct based on allegations he inappropriately used village gas.

Mr. Young’s hearing concluded June 17.

All of the legal paperwork has been filed in the case and a decision is pending from Hearing Officer Marlinda L. LaValley.
