Gouverneur Central creates ESL position

GOUVERNEUR — The Gouverneur Central School board has created an English as a second language position so it no longer has to send its ESL students to another district.

The district had four eligible ESL students last year that it sent to Lisbon Central School. In the past, it also has sent students to Indian River Central School and Watertown.

“It’s difficult to put four students on the bus for a full-day program,” Gouverneur Superintendent Lauren F. French said. “We strongly feel we should offer it in district.”

The ESL population consists of a number of groups, including migrant workers and military families, Mrs. French said.

The position will be filled by Michelle Cummings, who was a Spanish teacher. She earned dual certification and will teach one section of Spanish and spend the rest of her day as the ESL teacher, Mrs. French said.

The school board, which met Monday, also increased the pay for substitute teachers to keep in line with other districts. The district had not increased the wage for substitute teachers in at least five years, Mrs. French said.

The district also is changing how school taxes are collected. Instead of using Key Bank, the district will collect taxes through the village of Gouverneur as a way of showing municipal partnership.
